Introduction: The family is, by far, the most fundamental institution that human beings need. It is the most important building block for any socioeconomic structure in which people learn to love, develop a conscience, and acquire values. As a result of the dramatic socioeconomic forces and events of recent decades, the family has gone through a time of difficulties. The need for two paycheck parents resulted in a rapid movement of mothers into the labor force and two career parent families has emerged. The increased number of children from many separate marriages are some of the stresses that have changed the family structure, and has been reflected on increasing numbers of dysfunctional families. This, in turn, has negative impact on the children who are future labor forces through providing them with less recognition for the values that are required for individual’s life long achievements. This is, also, equally considered as positive reinforcement to achieve society’s development goals.

Introduction: The importance of Human Resources Information Systems (HRIS), in developing countries, has become evident in the context of the need to develop an efficient civil service sector. This is considered a vital element to achieve development objectives since wages are large cash components of budget, and all governments are faced with fiscal constraints. A systematic analysis of business functional processes associated with HRIS can establish a coherent framework that includes civil service strategies and policies, information about personnel actions, and data on employees and retirees benefits. This framework could be applicable at different government levels as long as the business functional and processes are relevant to these levels. Therefore, the preparation and implementation of HRIS would provide the necessary tools for the governments to efficiently manage the financial and human resources in order to achieve development objectives.
